Phase3 HIP36 Registration Validity Extension and Change of Renewal Period

I voted on the proposal about PoH registration validity extension and change of renewal period on its last phase of voting before implementation. New registration validity will be 2 years, renewal period becomes 3 months while the challenge period stays the same.
